IT Resource Planning involves a multi-step process which begins with identifying and inventorying projects, resources and constraints. It also scopes out the projects and resources so you have a clear understanding of what needs to be done and who you have that can do it. You then need to build a plan based on the demand and capacity of resources, prioritize projects based on importance to the business to decide which projects need to be worked on first, and allocate the resources to the appropriate projects. We all know resource planning is not quite that simple. It entails an extensive process, often months long, in order to define the projects, evaluate the resources, and narrow down the priority based on criteria and systematically choose the projects that are viewed as important, often by a scoring or other mechanism, and finally the actual planning can begin.
